eBay's fundamental seller fee is known as the final value fee. This fee is assessed on the total sale amount, encompassing shipping costs and sales tax. Its calculation varies based on three key factors:

eBay offers sellers with Top Rated Plus status a 10% discount on the percentage portion of the final value fee. This discount is typically applied at the end of the month when you receive your invoice. It's important to note that eBay.com in the US has a unique distinction compared to other eBay regions: "Top Rated Plus status is separate from regular Top Rated status. Only sellers with "Top Rated Plus" status qualify for the 10% discount on eBay.com in the U.S.; the standard "Top Rated" level does not. To achieve Top Rated status, your account must have a history of successful sales with minimal problems. Sellers with Top Rated status can then qualify for Top Rated Plus status by offering fast shipping and a generous return policy.
There are additional terms and conditions associated with this discount; please refer to eBay's documentation for full details. If you select the Top Rated Plus option in our calculator, we assume you've verified your eligibility. It's important to understand that this discount is applied to your fees, not the amount of the sale. For example, if your original fee was 11%, the 10% Top Rated Plus discount wouldn't reduce your fee to 1%. Instead, the discount would be calculated as 10% of your fee and then subtracted from your total fees.
On the other hand, sellers who are rated "Below Standard" (or sometimes referred to by eBay as "Sellers Not Meeting Performance Expectations") incur a penalty of an additional 6% fee on top of their existing final value fee. Unlike the Top Rated Plus discount, this penalty is calculated based on the total value of the sale.
Another example of sellers not meeting performance expectations is when they receive "Item not as described" return requests that are marked as "Very High" in their service metrics dashboard within their Seller Hub interface on eBay. Sellers with this status will be charged an additional 5% of final value fees for sales in the affected categories in the following calendar month.
It's worth noting that if an account has both of the above "Below Expectations" statuses, eBay's documentation specifically states that only the "Below Standard" penalty will apply, as it happens to be the higher of the two penalties.
In addition, there are additional fees associated with selling internationally, promoting your listings, potential sales tax processing, and various miscellaneous selling fees, such as making your listing title bold. An extra 1.65% eBay selling fee applies to international sales, calculated based on the "total sale amount," inclusive of shipping and sales tax.
Promoted Listings Fee
The Promoted Listings fee is determined by the listing rate selected by the seller. This rate is a percentage of the total sale amount, including shipping and sales tax, and is calculated similarly to the Final Value Fee. Importantly, this fee is incurred only if a buyer clicks on the promoted listing and completes the purchase of the promoted item within 30 days of that click. In addition, the fee is based on the ad rate in effect at the time the buyer last clicked on the promoted listing.
